I'd imagine Wither has a thing for just about anything smaller than himself, so he takes a liking to the fraids. He likes to feel dominant, which is unusual for a male nethermare.
His very biggest desire is to feel big, perhaps a complex he developed from comparison to his sister, Whisper. Even so, after finally finding himself in a dominant position, he stumbles over his nerves...

Interspecies relationships in both nethermare and fraid colonies are considered taboo, so this is quite the big risk if he were to be caught.
(Secret and Whisper get a bit of a pass though, it's a more respectable position to be chosen by a god)
