I get the commentary around US submarines being nervous or afraid but Submarines in general are very aware they only have the upper hand as long they remain unnoticed and managed to get the first blood in an encounter.

I really kind of don't get it? US subs were an absolute nightmare for the Japs during the war. If anything, they should trigger PTSD in several IJN ships.
Honestly, of the four USN submarines in the game, only Drum shows any nervousness around the ship she sunk and that's because Takao and Oboro are giving her the stinkeye.
Her voice is out, and from what I can understand, Oboro is still giving the stink-eye to Gato-Class submarines and now with Akigumo, Darter has been mentioned many times, the Kurita Fleet and Maya were mentioned, she was intercepting them along with Darter, she seems to be in good friends with Nosaki, and probably at one point, got drunk and began challenging some of the Japanese submarines.

The other thing that should define them is extreme aggressiveness. The planes that bombed pearl harbor weren't even finished landing back on Zuikaku when the navy told their submarines to switch over to totally unrestricted submarine warfare and go out to sink things immediately.
I really hope they put Barb in the game, the funniest thing from her patrols is that when they sank that train, one of the IJN sailors they'd rescued begged to go with them to plant the bombs, because the only ones allowed to ride trains at that point in the war was the IJA and the two branches famously hated each other's guts.

That's... a massive oversimplification. A lot of commanders in the field weren't comfortable with those orders and the Navy had to replace a lot of the old guard when they refused to do anything more than conduct rescue efforts and take potshots at battleships. In fact, let me show you a book passage that illustrates this:
