Yeah. Most of time, when the fanart features both Cirno and Letty, you'll often see them as mother-daughter. The same can be said with some other characters like Meiling and Flandre(depends on artist), Alice and Medicine(most of the time. Part of it stems from an video interview with ZUN which hasn't been found yet where he commented that Alice is one of the few characters to have a consistently positive relationship with Medince), and Remilia and Sakuya(like the Flan and Meiling pair, this depends on the artist. Some like to ship them in a more sexual manner.).
