It could be question, since it ends with the sentence particle 'ka', or か. However, it can also indicate choice. Your reading sounds better, and it works better as a choice with the following word bubble.

Ack, I can't believe the original translation had it the other way around. Yuuka wants a fair match, no way someone like her will want to be given a win. Some of the things I fix makes me wish people who've read this will reread it with the translation fix...mostly because it's usually my favorite characters getting the blunt end of it.
