Artists Removals

I forgot to ask about this for a while, and my bad if this has been talked about before, but when an artist wants their art removed, do the deletions always have to count against the uploaders ratio? I've got like 49 deletions from the removal of raburebo's work. Since the update and the cap on user's uploads, I don't know if this'll affect anything, but still.
