They've been repeatedly bumping their own deleted posts with nonsensical spam over the last several months. I'm not sure if it's a big enough deal to justify issuing a user record, but would a mod warning be in order?

He's still doing it despite getting a negative rep, might be time to ban him. I sincerely doubt he's here to play along given that spamming is basically all he's done. Warnings are pointless.

A score of -1 or -2 doesn’t really count as “so much”. Only about 15 % of your comments even have a score below 0, which isn’t “so much” either.

Also, comments don’t have to be offensive to be downvoted. Users can downvote your comments for whatever reason. Maybe someone just strongly disagreed with your opinion. Also, on Danbooru, many users don’t like random banter and other useless comments, so if someone thinks your comment doesn’t contribute anything to the image, it might get voted down.

More like cringey and it's internet there will always be someone who dislike somthing you post.

user #708145 accuses other users in a debate in forum topic #26388 of using bots and burner accounts, without putting forth any evidence for their claim.
Furthermore, their account has currently exactly 12 forums comments, which are all on forums regarding bridget, with not a single exception.
Also, all of their comments under posts are are comments under futa pictures expressing their disapproval of trans people. Example

I'm sorry, but if that account isn't a burner account themselve or a sock puppet, or breaking any other rule of danbooru, then I don't know whats going on here.

As far as I can tell it's not a sock.

It's a controversial topic, people are going to have controversial opinions. If you disagree with a comment of theirs then downvote and move on, that's what the comment vote system is for.

In any case this is a legacy topic from back when the report system was not around. If you believe a comment or forum post breaks the help:community rules then use the report option in the three dots menu under each comment or forum post, and we'll take a look at it, though be mindful that "hate speech" means actual hate speech, not "this opinion makes me angry".
