This artwork is official art of Pokémon Ultra Sun and Ultra Moon. I mean no disrespect, but has any personal design bias against the Pokémon designs influenced the decision? The quality of the artwork is unquestionable; shouldn't that matter most?
Obviously not the highest quality art, but they are topical and comics of similar quality from the same artist has been approved as well.
