I was uploading two animated_gifs in the viper_rsr series and found out that these exact files has been uploaded before but has missing_images and not approved. I was wondering if there are issues with these file that the files do not show up and reupload are just redirected to these files.
I would like to know whether they are not approved because of content (of which I won't reupload them again) or because it has missing file (which may need fixing).

Might as well do a massive double-delete of filesize:<100b status:deleted. It isn't like the associated tags/favs are doing anyone any good.
Well the argument had been to keep the tags on those posts since they can still be associated with the MD5 hash (and the file) in the future, I guarantee not every double deleted, image missing post will be attempted again, but that's a *lot* of useful information we'd be nuking.
It might be pedantic, but I hate to see it all get wiped when it could potentially be useful again some day.
It'd be nice if there was a way to mark them as special such that the image could be re-associated with the old post, and then undeleted.
The tags don't matter. The great majority of the posts will never be attempted again. For the very few that are, that actually have tags worth anything, people can just tag them again.
Saving these ordinary sets of tags isn't worth preventing people from seeing the images in the first place. Since there's absolutely zero chance that Albert would implement something like your suggestion before the next ice age, double-deletion is the next best thing.
+1 for double-deletion. however, way back in forum #67820, jxh's position is to keep them as of now.
