3&4. From forum #216347, this solve both problems I mentioned in forum #216365, osoba (bpns) coming first means that osobachan will inherit its edit history, a shorter but older edit history.

Edit: The edit history didn't transfer to the new tag, huh? It's already happened, okay then.

You need to rename the newer tag to something else and then delete, so you leave a free slot and then you can make the alias, for example, you could have renamed the harurukan to artist 298080, clear the posts, links and other names and finally delete it. After that, harurukan would be an empty artist tag and you'd be able to make the alias/rename without losing the edit history.

You can see how I did that from forum #216704, looking at the edits history of the tags jinpaitugounan and artist 297304.

Edit: I've tested all scenarios and intricacies I could about the BUR system in testbooru.
