The tag is for horn-like objects that aren't necessarily musical instruments, so -1.

I see no reason to call it instrument if it is not an instrument, that is what horn should be for.

horn is for horns on your head. horn_(instrument) is for horns you blow into, which may or may not be musical. Have you read either of their wikis?

Is there preference for the Wikipedia qualifier instead, Horn_(acoustic)?
