As any real Touhou fan knows, ZUN borrowed the character Ellen Fuwafuwaatama Aureus and her cat Sokrates from the manga Hatarakimono for use in the PC-98 Touhou game Phantasmagoria of Dim. Dream. I am bringing this up because I discovered some Ellen-and-Sokrates fanart that clearly portrays Ellen as the original Hatakimono artist, Takemoto Izumi, drew her, rather than with ZUN's altered design.
Because he is not originally a Touhou character, I suggest a mass edit from sokrates_(touhou) to sokrates_(hatarakimono). Also, how exactly should the touhou and hatarakimono copyright tags be applied to Ellen?
There's no reason not to tag her with both Touhou and Hatarakimono, if they are truly intended to be the same characters, but if not? No. Yes, he borrowed them, that much is obvious. Just as much as he... I don't know, borrowed Kaguya, but we wouldn't tag Princess Kaguya with Touhou or vice versa unless there was special reason to do so.
Though ZUN outright says they're from Hatarakimono. Whether that's crediting his idea source or saying they're intentionally the same characters, I don't know, but I guess my point is moot.
Also, in this case, there are obvious design differences between Hatarakimono Ellen and Touhou Ellen to the point where I might tag them separately, but that's just tagging preference.

If they're visually distinct, I'd say let them stand as different character tags.
