It's fine if you can find a good quality source for it, see the manga cover tag.
Manga covers are generally some of the most freely accessible parts of a manga officially, due to the fact that, at bare minimum, store fronts will feature the manga's cover to advertise it. This is why, if you look at the above-mentioned tag, you'll find them sourced moreso from stores selling books or even press releases announcing the given volume than from places like Pixiv and Twitter.
So just focus on making sure you find a good quality source, since resolution can vary wildly not just from website to website, but on websites themselves.

Manga pages are prohibited solely for legal reasons. Cover art is not problematic in that sense.
