why was a "racist meme" approved multiple times?

So I stumbled upon a meme post that uses racial slurs and a tattoo swastica, I thought it was odd and flagged it. few hours latter it was approved again.
I don't quite understand, is danbooru allowing 4chan quality posts?

while it's not specifically stated on the upload rules, I don't think this should be here.

Upload Rules no mention. (maybe someone should update?)

TOS say: Any Content you submit to the Site must abide by these Terms of Service, the Upload Rules, and the Community Rules.

Community rules say: Don't engage in hate speech, use racist or sexist slurs, or engage in other hateful conduct.

For the same reason guro, bestiality & co are allowed. The ToS applies to user behavior, not art. Just blacklist racism.
