Been here for a while and especially due to earlier uploads (and IMO uploading feels like a coin flip), it's hard to escape the low cap, could my cap be reset to the default 12 or whatever it is?

Default is 15, and I wouldn't hold your breath there. I'm no approver (just a contributor), but I don't see any reason why any user should get special treatment. If you want your upload cap upped, the easiest way to do so with low-risk is by checking out the upload bounty thread. Official art and game CGs are usually also a safe bet. (You may notice that 100% of the art I've ever uploaded is official art. This is because I'm a coward who isn't interested in rocking the boat.)

There's a reason I was half tempted to make an alt, Asking as I'm a builder so would like to keep it, I typically like to upload art I thinks neat, or of characters I like or ones that don't have much art, so basically turns into a coin flip to upload, I'm half tempted to rip some art from my beloved Beyond Citadel but that'd be a pain especially with this upload cap.

Builders should be familiar enough with the rules to know better than to ask such questions. The only was to increase your upload limit is to upload art that gets approved. And creating an alt just so you can upload more art will only get you banned.

Upload official art -> art is approved -> upload slots go up -> rinse and repeat.
You can always just leave stuff unuploaded in your assets if you're not confident it'll be approved while trying to boost your upload limit. (And there's no reason why you need to specifically rip the assets yourself, you may notice all of my game CG uploads are from third-party sources.)

Citadel isn't that popular (A good chunk of the of it's fan art here was uploaded by me to begin with lol), so no one's ripped the assets is the problem lol

Don't take me wrong, but did you try improving your upload quality? Each deleted post costs at least three times more than an approved post. I literally have an approver in my head who judges whether art is worthy of uploading to Danbooru or if it's meh and won't pass moderation. If I'd think art is a coin flip... I would rather not upload it. This greatly reduces the number of uploads of course, but if we are talking about chasing those numbers of slots, then you should think about it. At least I'd try to set the bar from "coin flip" to "somebody will appeal this for sure" because I just looked at your deleted posts and didn't find any that I would like to appeal, sadly.

Didn't find anything worth appealing. Raising the quality bar seems like a decent suggestion. Start from there, and eventually you'll get more slots.
No way you thought that something like post #9140223 or post #9114844 would be approved...

Not all perfect but I'd argue a good chunk of it looks good, as for the Seihou Yuuka and the Mika they're both neat and have barley any art hence the upload.

Simple background is one of the most common tags, I've upload fucktons of art with that tag, The art is an outlayer OFC, the Nobu looks fine to me. All I'm really asking is for the same perms a new member would get, not like I'm asking for much there either.
If you think that this is the level of quality you consider “decent,” then maybe it’s best to just be content with how things are. Judging by your post deletion rate, the site is working as intended—and also your tastes are being acknowledged to some extent.
While your contributions are certainly valuable—especially considering this site’s archival purpose—they only carry weight when made under the control of the queue system. For us, curation is just as important as archiving.

The simple background isn't the issue there. The issue is the images themselves. Plenty of uploaders have made a career out of simple_background 1girl solo. The difference is the art in those images is up to par.

You were given those permissions when you made your account and you used them to get an almost 50% deletion ratio. Given your comment and (deleted) forum history I'm not surprised. As others have said it looks like the system is doing its job. I'm not aware of any case of users having their slots reset. Even if that was a thing that happened your recent uploads don't imply the any improvement. Even if you were to make a new account, without seriously changing your taste the result would likely be the same.
For what it's worth I did have a look through all your deleteds. I'm only contributor not approver but I didn't see anything I'd appeal. Sure I liked one or two of them personally, but there's a difference between just a little likable and being high enough quality to be approvable.
We couldn't reset your slots if we wanted, they're automatically calculated from your deletion ratio and can't be manually edited even by admins. But as the others said, a lot of your uploads are pretty bad, so the system is working as intended.
In any case, even if you had a higher amount of slots, they'd go down to 5 after 3 days have passed if you upload the same kind of post again. Making an alt would not work for the same reason, because the issue is the quality of your uploads.
Upload better stuff and your upload slots will increase.

post #9046694 looks really AI, tbh. Four fingers, weirdly formed flowers in the BG, weirdly shaped earlobes.
Obviously it's a traceover at worst, but it's not a very good one regardless.

You could post loads of art by doekuramori. I remember filling up my media assets but never posting any of it properly. There was also a good chunk of fanart that has not been posted. Just use pixiv and add lang:ja to your X searches, it's really easy if you try.

I think the fingers are just based on older Takeuchi jank. Looks like it was traced from one of Sakura's tachi-e. Flowers are sus tho.
Not gonna lie, a lot of this thread feels like Siegfried expecting special treatment for the artwork they upload (as in, expecting approvers to change their quality standards) rather than recognizing the pattern behind what gets approved and what doesn't and curating their uploads accordingly. That this thread was made in close proximity to uploading post #9195777 doesn't give me much hope for any sort of changes going forward, especially since all their responses to feedback in this thread has basically just been doubling down or missing the point.
