Is there a way to call for a poll without it being attached to a Request?

I think there's a fair few cases where a poll is appropriate, but they can't be tied to a request because they don't fit the spirit of requests.

Mainly when checking interest for backfilling a new tag, or creating a new collection pool. Even just to assess interest among the forum goers.

i think you can just use a BUR this way while explicitly saying it's poll purpose and asking for it not to be approved
