Artist history seems legit, they were drawing decently good stuff before stronger models came out. The picture in question has a strange left hand, but it doesn't really look AI to me.

It doesn't only looks like AI-generated, IT IS AI-Generated.
The Twitter bio in the source mentions they post umamusume AI-generated pictures; any Japanese translator is welcome to prove that.
All other (self-upload) works by the user are AI-gen, this one should get some extra scrutiny

They look pretty AI to me, and prompters have a tendency to overstate how much manual work they put in. AI-assisted isn't outright disallowed like AI-generated, but it's still up to the queue and unlikely to make it through, and likely to be flagged if it's noticable like here.
