You don't need special permission to upload artworks, you can upload it yourself.

Finals are coming,if possible can someone with the Danbooru bulk upload app do it in my stead?

Spam or not, the forum isn't for upload requests. Usually threads like this get locked within a few hours.

If there's something you think would be good to upload, you should do it yourself. If you don't have the time, then just make a note of it and handle it when you do.

Ok,i asked for help because my hands will be tied for the next three months.

I don't think such an app exists, each page has to be uploaded on it's own because as it's contents change, so do tags, and tags are manually added.
If you're busy right now then just wait until you're available, there usually is no rush.
