[New feature] Forum voting and alias/implication request expiration

The forum has a couple new features:

  • It's now possible to vote on forum posts containing alias/implication/BUR requests.
  • Unapproved requests will now be automatically rejected after 60 days. DanbooruBot will bump the thread with a warning 5 days before a request is automatically rejected.

These changes came out of issue #3580. They're intended to help with the requesting process, to try to make requests easier to deal with and to keep the backlog from becoming unmanageable.

The admins are still the last instance.
Even if something has 20 upvotes they can still reject it.

I disagree, I think we need more participation by base-level members, not less. Most of them never set foot in the forum anyway, and if voting on implications leads them down the path of contributing, I think that should be encouraged. There is the potential for abuse by users creating sockpuppets to vote multiple times, but that's something the Moderators can handle.

I agree with fossilnix here. The good thing about the current setup is that participation is completely transparent. So if there is a BUR with multiple users voting that have no other activity on the site, that could be a potential candidate for abuse and could be handled by the mods.

I'd say let's see how the current system works, and only readdress this IF it becomes a confirmed issue.

Forums are an open space and one that should remain democratic to some extent. We should encourage (new) users to participate in any way.
If there is vote spam (isn't restricted to member users) then we could treat it as vandalism like we always did (vandalism also isn't restricted to member users).
