the wiki page on about:upload limits is outdated

I know we switched to a new method for limiting users' uploads, but for the life of me I can't remember how it works. I checked the wiki page, and it still lists the old method.

Albert explained it in topic #11878, but there may have been adjustments since then. The wiki should definitely be updated.
