I don't think it's too specific or interesting a situation to deserve a tag. It's pretty normal (at least the example picture) and not noticeable enough, as in when you browse a picture and see it, you have the urge that you must describe it. Such example in my case would be hair over one eye; it's a fairly normal appearance but it is very noticeable and it makes me want to tag it. Opinions.

It's probably not worth a tag; usually a pubic_hair + panties/bikini search will get the desired result.

Something like pubic hair peek (we have pussy peek). I would use that tag.

This tag has existed for almost a year as of now, and it seems to be reasonably well-established. Some taggers are already using it as though it implies pubic hair, so I think this implication is justified.
