That's exactly why this pool has lost any meaning. Likely features: Huge head in comparison to the body. (the bigger the head, the greater the chance of being added to the pool. extreme example = yukkuris) no detail (the less detail and effort the artist put into the picture, the more likely it ends up in that pool, aka children's drawings are sooo cute).
artist x and y have all of their drawings in this pool. Are all pictures equally cute, surely not. Obviously, you have to raise the bar.
I don't see why the bar has to be raised if people think the art style is cute, Yume is considered to draw cute chibi's and so far, most of his Touhou girl doing someone on a person's hand style-drawings have made it in. Adding a post to a pool before its approved its common practice and can sometimes help it being noticied.
I think Yukkuri's are cute in general, and they are a whole different beast in some cases when it comes to the fact they are just heads. Children's drawings can fit into the general mood of what people think it cutem yes,
You are just pointing out the traits that most pictures have, and traits that work to make those pictures cute in the first place.
The pool says, "look at the first page for examples" and I see a lot of chibis, large heads, and most are undetailed. So I can say that its been consistent if nothing else.
Someone moved the Meowth picture (post #446270) from the first page... The first page doesn't have QUALITY hands or frizzles as eyes that make it look like the eye is broken in the middle, does it?

Perhaps not but the first works by this guy accepted into this pool were of slightly rougher quality. and that 'brokenness' is a sign he does things the old fashioned way, by hand.

Do we really? Take this into consideration: many chibis are very cute. If something is very cute, it goes into Disgustingly Adorable. Therefore, many chibis find their way into the pool. Having large amounts of chibi pictures does not reduce a picture's cuteness at all, so the presence of other chibi art in the pool should be a non-factor.
That said, I personally think the drawings of Yume Shokunin's where he is clearly paying less attention to detail don't really belong in the pool. They seem less cute to me.
