Alison is a really well-known fanartist in Japan, and anyone who knows him knows he's a huge stoner. Whoever put him on that article knew exactly what they were doing.
I don't see the problem with letting him on board. He's put a lot of goofy ideas into his fanart before, but his official art is well within the bounds of normal Touhou canon.
