Maybe. She says she received the flowers shown in panel 1 from a parishioner, so the flowers shown in panel 3 could just be similar ones, there to highlight how she misunderstands their purpose in that situation, not to imply that she actually took them.
Yes, I believe she mentions the flowers she has were given to her from someone. Then she goes further on to say that whenever she see's that someone has nicely arranged flowers on the corners of streets that have poor visibility causing murasa to retort how its not the intended use of the flowers. Then the last panel I think is a different flower as well that she found so to speak that are the used tissues.
