Going by the usage, an overwhelming majority of the posts feature jackets that are completely open.
I wouldn't use it, but I see no issue if there is no better option.
That said, partially_unbuttoned or partially_unzipped should be tagged regardless.
I would use open_jacket if the jacket can't be opened, but can be partially opened.
