Should wearing a cape/jacket/coat on shoulders count for topless?

Currently both the topless and topless male wikis don't mention how this kind of combination should be tagged.
I come across it very commonly and I couldn't find any decisive answer about how it should be tagged even after asking on the discord and forum #200185.

Is it topless? no shirt?
if neither of the above, should breasts outside or bare pectorals be used instead?

I would like to discuss this and find a decisive answer and add that to both wikis with this topic, if possbile.

When the cape covers half the neck and the whole back, it feels wrong to call it topless. I'm thinking no shirt would be the ideal choice here, because usually you'd expect someone to wear a shirt under a jacket, coat, or cape.
Along with the appropriate pectorals tag if they're not flat (like pectoral cleavage, or bare pectorals etc).

The main problem is that no shirt's wiki still says it's to only be used for females, and that's just plain confusing with a tag called that.
