This tag simply isn't used very much and addresses a too-niche taxonomy of art.
They're the exact same thing. It's like having skull and crossbones print along with skull and crossbones. If we were to keep them separate then 99% of hammer and sickle would have to be moved.
Hell, one of those posts is post #3627960. It's just padding.
After looking at the posts where this tag is used, I can't see any reason why it exists. If there were even a single example of it being used for an object with a repeating hammer-and-sickle pattern, it might be worth defending, but as it is, it's completely indistinguishable from hammer_and_sickle. Kill it.
