Update Takatoshi Hijiyama to Hijiyama Takatoshi

BUR #7973 has been approved by @nonamethanks.

rename takatoshi_hijiyama -> hijiyama_takatoshi
rename tsukasa_okino -> okino_tsukasa

Name is backwards (it's first, last when the second one is last, first) and makes trying to find art with him a bit frustrating.

Edit: would help if I spelled the first tag right...

You should use rename instead of mass update. Or at least create alias.
It's a character tag after all.

I wasn't sure rename would work since I've only ever used it for updating one tag to a correct version of it (such as correcting a character's name), not merging two tags together. I changed it to rename, though.

tsukasa_okino -> okino_tsukasa might be worth adding too, they're from the same copyright.
