Shimakaze-kun is a "sacred cow" of a tag that needs to be slaughtered.

I had originally intended to make a BUR in response to forum #198999 to convert the pool into a character tag rather than nuking it. However, after some discussion and a quick turnaround, it was decided that this is the way to go.

If we're going to deny an instance where a genderswap makes up more than 10% of the character tag and is semi-official, then the one where it's a totally fan-made version with 2% representation shouldn't exist.

Unless we want to clobber every shimakaze-kun cosplay post into genderswap_(ftm) this doesn't work. You also can't mass update cosplay because of posts featuring other cosplaying characters. Also nuking after a mass update is pointless since mass update removes the tag. It's <400 posts so better to just garden it yourself.

This tag would make sense if we were using it specifically for the famdom definition of shimakaze-kun, but as it stands it's just a combo tag and it has no chance of ever being used correctly.

Alright, then just a normal nuke. It was already implicated to Shimakaze, so no worries there.

This makes it pretty much impossible to find the images currently under the tag, but which now require 3 tags (shimakaze, genderswap(ftm) or otokonoko, and cosplay) in the 2-tag search limit. This is a bad idea, it's distinct enough of a character.

What makes it have no chance of ever being used correctly here, if the whole of the rest of the fandom is able to do so?

Because it's supposed to be tagged only when the artist calls it so. There's no visual difference between Shimakaze-kun and Shimakaze + genderswap. The moment a third party adds the shimakaze-kun tag on pixiv, our uploaders will add it as well because most of them can't read or won't bother reading the commentary.
