Currently, all post under this tag seem to some kind petticoats.
Underskirt was probably used because pettocoat is a rather specific term maybe?

I didn't think modern females wore petticoats or underskirts in ordinary life --- prolly still wear slips in those big catalogues of women's clothing ( German Burda ).

If I gave it thought I would think underskirt is a plain secondary skirt worn under the overskirt, whereas a petticoat is more frothy, with lace, now more likely to be worn by little girls in those American competitions for who's the best little girl.

The dirndl styles of the Yank 1945 film State Fair worn by Miss Crain seem illustrative of the clothes where petticoats are appropriate. Underskirts could be worn under riding-skirts or any ordinary knee-length skirt.
