Alternate costume:

A character wearing a (typically fanmade/unofficial) costume other than the one they are typically depicted in.

For a game character, this is a costume other than the standard one that can be unlocked within the game.

That would mean that at the very least it should be done for all the game characters, unless they have such a sweater unlockable in game (which I'm pretty sure literally none do)

alternate costume is used when a character is wearing clothing that they haven't worn in any official material, or clothing that is completely different from their signature outfit. Almost all posts under the virgin killer sweater tag have characters drawn in a sweater they've never worn officially. I don't see any reason why it would not apply.

In addition, alternate costume is already being widely used in combination with previous meme tags, like virgin killer outfit and open-chest sweater.

In regards to the latter, I would say that the alternate_costume tag is being misapplied, and (as @Provence thinks) it's watering it down.

Needs a tag clean-up & better wiki.

Then that would apply to the rest of the viral outfits, wouldn't it? Perhaps it would be a good idea to put these viral clothing outfits under a tag group and clarify in the wikis that they are not to be used in tandem with alternate costume.

Then we could just perform a BUR for all of them and strip them out.

meme_outfit would work for me.

I support creating meme outfit and leaving alternate costume on the meme outfit posts. In the long run, they're still alternate costumes, and this level of hype and burnout towards them will only be temporary. People who don't want to see them in the meantime could use searches like hamakaze_(kantai_collection) alternate_costume -meme_outfit, or blacklist the tag entirely.

I agree with the creation of a meme_outfit tag, but that former solution is only be viable for gold and above; standard users are limited to 2 tags.
The latter could work, but I suppose one would have to blacklist each specific meme outfit they dislike if they don't want to blacklist all meme outfits.
Also, search pages could get quite empty when looking through alternate_costume and going through a "meme period" since blacklisted results don't get replaced (I can attest to that, having blacklisted "kantai_collection -shinkaisei-kan" for a time)

Well, that would be if you also search for a specific character. I guess if the character is excluded, then this search is no problem at all.
