The way it's worded makes it sound like, to me at least, that upper body has to be from the navel up, any higher disqualifies for the tag.

Because of "approximately"? which is "used to show that something is almost, but not completely, accurate or exact; roughly." (oxford living dictionaries) = It's usually but not always, as I see it.

Then would it be ok if we replace "approximately" with "roughly", "about" or "around"?

Just skip the following paragraph if that solved the case.

You might try to unaliased the "bust" out and keeping "chest"/"navel" posts seperated (and maybe made up a new tag to those "groin" posts) but with the way this tag's been using, it will take a lot of time. Having "navel" level to limit a tag is bad new to me though. Sometimes I can't really tell if the navel is in the frame or not especially when they don't have exposed navel. My anatomy skill's horrible.

I was more thinking something like "the bottom of the image can start somewhere between the navel and chest" but worded better, it's just a minor nitpicking but now that I know that's how the tag is used I'll be using it in the intended way so an edit isn't strictly needed.

The term "luggage" is super vague; it encompasses pretty much everything from steamer trunks to duffel bags. Wikipedia

For that reason alone I don't think luggage is particularly useful as a tag. It would be better split into more specific tags.

It could be useful still to group all of the "this person is traveling" posts together. Adding more specific tags wouldn't hurt though.

Question about the wiki entry for artist Synchroaki. According to the pixiv profile post; they've stopped since 6/20/18 deleting everything and closing accounts. Should the status still say active on the wiki?

That's not for the artist, it means that the wiki/artist entry isn't deleted.
