To be honest I'm not fully sure if there is a necessity for this tag.

As for the concepts that are being proposed, I think there is really 3 concepts here.

Younger sister: Being a related character who is both another character's sister and younger than their sibling. This concept depends completely on background information of the characters.

Imouto moe/stereotype: Being a child or child-like like younger character, not necessarily related at all but acts like it. This concept mostly depends on visuals.

Little sister: A mix of the above two. The character is related in someway to another character and has the child or child-like physical appearance (as such emphasis on the "little" in little sister). Tends to act younger than the other character. This concept requires a mix of visuals and background character information.

As for the first concept, the younger sister approach, I don't really see any value in tagging this. After characters reach past certain age, the value of a younger sister tag really drops. If the younger sister is in college or high school, there is generally no visual information gained in tagging her as a younger sister. This type of relational information becomes better suited for something that should maybe be placed in the character's wiki page (if it isn't a spoiler). Additionally this approach will require the creation of a younger_brother, older_brother, and older_sister tags, and every image tagged one will end up being tagged another one of these. These other tags also don't really help too much, as a older brother or sister could still be a child as well. It also can cause a mess if we have multiple groups of siblings in the same image. It also runs into the problem of 3 siblings. All of a sudden the middle sibling becomes both a older/younger sister/brother, which further complicates the tag usage.

The second concept, I'm not sure what really makes it all that much better than the current child or loli tags. I understand it's a very specific genre, but it also seems a bit vague on what exactly goes in and what doesn't. We can start ending up with a lot of random little girls going "onii-chan" to a adult/young adult character, which doesn't seem like much of a great tag to me.

As for the 3rd approach, I'm not sure people will like it. "Little sister" could cause tagging confusion if the character wasn't a real sister, but maybe a cousin or if the character was in fact the older sister (I'm sure there are plenty of series where they even have the mother play the role of the "little sister" in the way she acts and appears). It could result in some people mistagging images with something like the sisters or sibling tag, if the characters were cousins or parent-child. It might simply be more effective using the age_difference tag in conjunction with other tags, like siblings, sisters, mother, father, etc. Alternatively it could be defined very narrowly as requiring they are actual younger sisters, but it seems that would result in a lose of identical appearing situations involving potentially age defying older sisters or involving a cousin.

If we were to make an imouto tag using your "little sister" idea, i would rather suggest a pool as it is actually a sorta vague concept.

My personal opinion though, is that i do'nt see what this tag could even point to.
