Should center opening be implicated to open clothes as well?
Well, a lot of what's under center opening looks like it's designed to be worn that way, like post #551184 and post #535614. open clothes is more for when clothes are open in a way that isn't how they're normally worn, like post #599044.
But looking at the wiki entries of both tags, there seems to be some overlap in the definitions. Because of that, I believe post #599044 should have both tags. The clothes in question are left opened (open clothes) and its center opening of a bikesuit (center opening). The first two posts you linked to don't fit with center opening's definition.
Just because there is overlap doesn't mean an implication is a good idea. Implications should only be used when one tag completely subsumes another. Partial or conditional overlap needs to be taken care of manually.
EDIT: Also your example (and several others in the tag) actually violate center_opening's definition in that they violate "...without actually fully exposing the breasts".
