No, the Geneon release uses (as dictated by the original Japanese licensor) Aruf. Why? Because Japan is stupid.
I still don't support using anything other than Arf here, however.
I've always used Arf. It's what the old website for the original series used in the URL: http://nanoha.com/archive/charactor/arf.html However, it seems many of the spellings aren't standard there (Feit, Rindy, Eimy, Crono, etc.) I just started watching the R1 release and the subtitles seem to use "Aruf", though the dub is inconsistent (first volume it sounds like Alf/Alph, second volume it's Arf, and third it's Aruf...) Is there ever any instance of her name written "Aruf" in Japanese materials?
