By the time the Tarnished fights him, he's been severely weakened by the Scarlet Rot so his level would've been way lower during that fight. Malenia was equal to him in strength when they fought, and her level was definitely higher than his when she unleashed the Scarlet Rot.

Oh don't get me wrong, I know she more than likely deserve whatever death was coming to her. Especially with the way the demons are in that show and how they are in the manga, their regular silver tongued monsters. And I'm sure she's committed more than enough evils to deserve whatever came to her. But it's become something of a meme (a hilarious one mind you) to put her specifically in unwinnable situations.
