Probably because of the oblique reference to Koishi's Heart-Throbbing Adventure with the phrase "I love my hat". That, and we don't know what Suwako did to get her hat back from Marisa, which may or may not include ripping her throat open a'la Koishi...

That's something we like to call "reaching".
Here's what I think happened:
Once Suwako realised she'd seen her hat, she walked up to Marisa with what seemed like five other people in tow and demanded her hat back. Marisa realised the jig was up because Suwako recognised her hat, and couldn't just run because she'd have the wrath of an ice fairy, a kappa she's friends with, a curse goddess, a native god and the barrier maiden tailing her. So she gave the hat back without any fighting because Suwako asked for her hat back.
OR Marisa gave the hat back from having no way to disprove that it wasn't Suwako's hat.
But yeah, equally likely that someone's throat got torn out.
To be honest, the pool just seems way too vague. It SAYS "Images that have blatantly creepy or unnerving elements, such as smiles or eyes that are more than a little offputting, set among otherwise normal elements", but anyone could claim a picture creeps them out and could then put them in the pool.
