If Yuuka had wanted to "kill" Cirno, she would have done so already. You can tell that Yuuka is being very gentle with Cirno. Maybe she can sense their kindred spirits? Her hand looks like it's reaching for the sunflower as well. Since she can manipulate flowers, maybe she can just heal the sunflower? It's possible.

As much as, for Cirno's sake, I want to believe this, Yuuka's face tells a very different story. Yes, Cirno could've been very dead by now, but what's the purpose of punishment if one does not understand their crimes?
