I'm thinking that the specific use of 合 in であう rather than the usual 会 is meant to signify something here. My IME dictionary says 出合う is used for inanimate objects meeting (e.g. two rivers), but I don't know what that would be intended to imply.
Also, those are some weird nails in the last panel. One cut flat, one cut pointy in the middle, and one cut pointy on one edge?
this don't look good...i mean she was shot IN THE F!!!IN' JAW and, instead of tumbling over in pain, regenerated herself and then spat out the bullets... sorry reisen but those peashooters dont seem like they'll get the job done in this situation
Dammit, I feel as if I can put this entire pool into the badass pool and not feel that it's overkill. This Remilia and Udongein are hands down the most bloody awesome, and stand tall as the epitome of badassery in Touhou doujins I've read (admittedly not all that much).

It would be "meet" as in "being correct". Not "meet" as in "come in contact". And 出会う means meeting for the first time, normally between 2 people or so I have gotten to know of. Well, not like the translation here right now, which is 4 years later from yours is wrong though.
And her nails are normal. It's just detailed view point difference.
