After doing some research! It is indeed a Chaos Marine from DOW2. Meaning, that this marine is indeed a member of the Black Legion. I now wander, why is this one missing the designs on the shoulder pads.

Nope can't be from DoW2, he is holding a severed head of a Ultramarine and not a Blood Raven.
That's just the generic design of a Chaos Lord in terminator armour without most of the blings. Certainly existed way before the DOW series came about.
So while the artist may have referred to DOW2 for inspiration, calling the guy a "DOW2 Chaos Marine" is certainly incorrect.

Methinks you need some more time and experience, initiate. The DoW series only barely scratch the surface of the 40k lore. Just wait until you see the special characters (i.e. Abaddon, Calgar, Bjorn...). Maybe then you'll see the folly of your words.
