The eyebrows are black. That implies black hair. That alone narrows it down significantly. Pretty much Reimu, Kaguya, Aya, Hatate.
The shape of the eyes also tends to be one of the best differtiators in many anime-style artists. This style of eye is consistant with Reimu in other images by Ao Usagi. Looking at post #562801, and a couple others, I think Ao Usagi's Aya has narrower eyes than this.
I can't find Ao Usagi drawings of Kaguya or Hatate, so I can't be completely sure, but I'll say this is probably Reimu, especially since Reimu seems to be Ao Usagi's favorite character to draw. (Also, Reimu is not pettanko according to Ao Usagi.)
Reimu. And I say this having read history of when he drew the picture. But before that, I was betting on Reimu. Ao usually gives her a nice, well-shaped breast, and we cannot forget about the brown eyes... those are pretty rare inGensokyou... At least ones THIS brown...
So I see people trying to use this as proof that all the touhou characters are generic and look the same once you take away their identifying characteristics.

The thing is that other art styles could make the character recognizable even in this getup, because of facial structure and details, especially about and around the eyes.
It's Byakuren. Brown eyes, large breasts. Brown eyes doesn't seem to be a match for Keine at least in my opinion so I'm going with Keine. The eyes mean a lot to people
