In Pokemon Special, Team Rocket tried something similiar. They ended up creating an Eevee that could temporarily change into Flareon, Jolteon, and Vaporeon at will.

Though for some reason, Red uses the evolution stones to envoke the change later on. I guess the stones have an altering affect thats better on Eevee's body than having Eevee change on his own. From what they infer, It "hurts" Eevee to constantly change. At least thats what i got from it.

Pick up Ice Rock haul it to the the grass equivalent(Hail for good measure). Wait for the very instant between day and night and happiness at maximum. Finally use all three stones with a rare candy at once..... and next to radioactive material for good measure.

Just thinking, but I'd say wait when the sun and the moon are both in the sky. It happens sometimes.

And then in Johto, Eevee had evolved into Espeon. So there was really no need for the special stones.

Now, along with all of that, you'll have to make sure you've given Eevee enough Affection, along with having it learn a Fairy-type move.

Red actually uses "special evolution stones" found in the ocean near Vermilion City. These stones never disappear after use. Eventually, the Eevee became an Espeon, and thus lost the painful ability to change form.
