This joke takes advantage of the part of Toramaru's name that means tiger (tora), adding in a "maru" in parentheses to create "tora(maru) no i o karu kitsune".
Furthermore, i (威) in the idiom means power and there is another kanji 衣 that can be read as i and means cloth.
