Because they actually love eachother, Mokou's just so tsundere. They're also the only ones they'll have when everyone around them dies one way or another, while they still live on.
Besides, this is Touhou, unlike other franchises, the amount of fanon overshadows the little canon it has by a lot.
Tsundere in fandom, probably. In canon though, her personality is very original. She's actually a loner at heart, and prefers not to socialize with humans or youkai with no second thoughts about it. Tsunderes secretly want to relate to people, but Mokou's distinct personality is just the opposite.
Keine, who probably knew about Mokou's history before even meeting to her, is probably the only one who can actually get her to talk. Aside from that, Mokou enjoys staying alone in her forest. After living for so long, it's understandable how she puts up with it and now might even prefer it.
What I really dislike, though, are people who make Mokou look like a guy. She's just a forest guide who laughs at the thought of someone who comes to a desolated place on a trial of guts at 2AM. -lots of tricks up her sleeve and rarely needs to take her hands out of her pockets. That's probably the best image of Mokou I can come out with.
well, thats how fans work, exactly what Burner said. Nothing is canon nor proved, but still fans like to create their own gensokyo world with fake stuff, that they like that way. If you want to go by facts that touhou fans actually changed into other stuff lets say, just picking a few random stuff that you normally see in comics/komas: - They hate each other and they try to kill each other all the time - Yuuka was never said to be nice nor tsundere she is supposed to be insane - Chen doesnt have a cat form, at the same time she never acts cute, even more the only reason she follows ran is not affect but strenght (and catnip sometimes) - Yukari,Ran relationship is more than owner-object rather than friendly as shown in a lots of comics. - Meiling is rather active and Remilia enjoys see her fighting. - Mannosuke doesnt even exist.
As you see fans will always make new stuff out of the canon, will modifiy other for their own fun, but thats how it works with fans of everything.
The games, perfect memento in strict sense, Cage in a Lunatic Runagate, and all those are strictly canonical, along with other countless works that ZUN devoted himself into. As far as I see it, only he gets to decide what's canon and what's not.

Maybe i missread her profile? Although she's a shikigami, her normal form is not a charm or anything like that; she always remains in her human-like form. Even without being in shikigami possession she can speak the human language and fly around, but her abilities will be limited to merely surprising people. Also, while non-possessed, neither her appearance nor personality changes, but she still sits by a kotatsu in the winter.
I don't know if the translation is accurate, but it seems to odd to me that a "Ghost Cat" would seem so human-like in appearance. Not to mention that a villager said she looked looked like a big cat.
Anyone have any idea on how to clarify threat and friendship levels? They seem to not be related, since many of those considered to be high level threats get along okay with humans.

Threat is their strength, Friendship level is well they get along with people.
If you're not after a fight, you'd be better off running into someone like Yuyuko (Threat: Very High, Human Friendship: High) than someone like Rumia (Threat:Medium, Human Friendship:Low)

My guesses are that artists, doujin circles, what have you, are running with the concept that it wouldn't take much for the kind of passion that's bound the two of them for uncounted years to turn from hate to love. I've never really been able to accept that, but if done well, I'll roll with it.
That and, frankly, if you have two people who are gonna be bound together for ETERNITY, better they love each other than murdering each other day-in and day-out.

Given the amount of effort needed to constantly despise someone I think it's a waste of time on both ends. I can't say I've been through an eternity of not liking one person but really how could anyone manage to keep remembering all the time that "I hate this person."
All the time in the world that Mokou has could be better spent forgetting the woman exists. Forget if you can't forgive I suppose. Hate and anger don't keep people sane, they're just emotions that guarantee the most irrational responses to any situation.

I know, I ended up reading most of the comments. As far as why there's a pic like this? Both hatred and love are opposite sides of the same coin and require the same thing: passion. That's easy enough for any artist/doujin circle/fan to play with.

I believe one of the parts from Cage in Lunatic Runagate said something about Mokou being afraid when she heard about the moon rocket because she was afraid Kaguya was leaving. That means she does hold Kaguya in some importance, if only because killing each other time and time again is their thing and their thing only. It's not hard to build on that.
Mostly because fan can find any excuse to make a couple. If you want to go by cannon, then there's no such thing as couples, or "love", in Gensokyo. There would be no Keine x Mokou or anything else, you know?
