Only in the sense that Shinji's an idiot. If you go into the meaning of the tarot, though, it doesn't suit him at all. "Beginning of a journey", "limitless potential", "promise for the future", etc. - none of these things describe him. He's a dead end in every respect.
Hmm, actually, I do not agree with Shinji being The Fool. The Fool arcana symbolizes unbounded/infinite possibilities (much like what Igor says in the Persona games, which is also true in the real life version). Shinji is potentials is actually limited in my opinion, the man's an imbecile
Perhaps The Devil, if I understand that card right. Held back by all of his weaker impulses, without any strength or virtue of character to make him great.
He's good looking, smart, and charming, with sufficient mundane talents to get him far in the world. But he's selfish, self-centered, vindictive, petty, impatient, envious, proud, hypocritical, cowardly, and hobbled by an inferiority and superiority complex.
I don't think this card is *entirely* appropriate for obvious reasons, but it makes a certain amount of sense if we look at it through the lens of all the potential he pissed away overreaching himself.
As Red Inugami said, he had everything going for him. His problem, as far as I can tell, was that he developed a massive superiority/entitlement complex after he learned he was descended from a formerly great but now dried up magical family. His vindictive streak emerged because, damn it, he had some great genetic stock. I'm sure Zouken encouraged his dickery to torture Sakura.
If not for Zouken being a black hole of all things decent in the world, Shinji might have turned out okay. I see him as living life as the guy he was at the start of the game: An arrogant prick who wasn't really evil so much as he was obnoxious.
Well, if by "the start of the game", you mean "three years before the game", then perhaps, but at the start of the game he was every bit as evil as he was during it. After all, he's been torturing and raping Sakura for the last three years. The moment he discovered the truth about Sakura's position in the family was the moment where he became genuinely evil (as opposed to just an obnoxious brat).
