No. She was a jerk and a coward in SA, too, but everyone who complained about her in HM seemed to have forgotten that. It wasn't some sudden shift in personality. So MoF was really the exception. It could be said that MoF was before we really got to know her, with each subsequent appearance being her true self, with her cowardice perhaps being mistaken for shyness.
It's almost similar to Momiji, where the fandom had their own ideas about her and ran with it. Though that was at least because there was limited information about her to go on, with the official word coming long after the faithful puppy dog version of Momiji had taken hold. With Nitori we should have already known.
Don't see why it matters, a huge ammount of touhou fans don't give a fuck about the canon personality of the characters. So why even get mad about how Nitori really is when most just make up their own bullshit?

Then again, that assumes ZUN planned Nitori's personality from the start, but according to the source I given (yeah, Tv Tropes), ZUN apparently has a habit of subverting whatever fanon personalities assigned to a Touhou character he can find. Okay, but I'm worried ZUN's probably just going to go against whatever fandom's idea(s) are for the sheer sake of subversions. If that goes wrong/ZUN gets too carried away...
P.S. ZUN apparently likes to "keep it clean" (learn your euphemisms to find out) in character design. Good on him, but I'm curious as to what that would say about ZUN (considering half of Japanese anime... well, you know) and why he'd make that decision.
