He actually reminds me of a housecat.
Let me explain. One of the reasons cats have the reputation for toying with their prey (though perhaps not the only reason) is that the technique of killing small prey is actually a learned behavior, and if they haven't learned the technique (e.g. second-generation housecat), they will still hunt in obedience to their instincts, but can't reliably close the deal, resulting in the appearance of playing with their food.
This admiral's like that with women. He's got the instincts for flirting, groping, and teasing girls, but he doesn't actually know how to turn that into a proper relationship.
