It's not really being used properly, or rather it's being used in the popular way where "mark II" is understood to mean "upgraded", but that's not how the US Navy system actually works. Mark designations are actually assigned to different systems within a class of item so for instance "16 inch gun Mark 1", is the weapon used on the Colorado class, but "16 inch gun Mark 2" is not an upgraded version, it's an entirely new longer (50 vs 45 caliber) weapon intended for the South Dakota class. The mod number is is used to detonate changes within a given mark designation.

The way Kancolle names Saratoga Kai Ni makes her sound like a brand new ship. Actually it's the British naming system using "Mark" to specify upgrade models. Also the "Mod." suffix actually begins with "Mod.0" so the second modification should be named "Mod.1", but this system only applies to small arms and guns instead of a whole ship IIRC.

I almost kind of prefer it this way honestly, the lack of players appeals to my inherent human desire for snobbery and elitism by making me feel like a special snowflake.
Though really CV don't really need a rework anyway, WG just needs to reign in the AA power creep at the middle to high tiers and give them equitable rewards for doing their jobs along with buffing a few US ships. The only core thing 'wrong' with carriers is plebeians being unable to into a pseudo-RTS and resource management, but oh well. CVs playing so differently to the rest is the appeal to me and I suspect many others that do play them.

The Premium CVs are all actually very good if you actually know how to use a CV, which admittedly most players don't.
