I intended to post this as an appeal but was unable to. Perhaps it's because I have approved the image before:
So 6 approvers have marked this image as breaking site rules. This clearly contradicts the Rules/Terms of Service:
Non-anime: Photographs of American porn actresses, for example, are prohibited. Photographs of cosplayers, figures, or prominent figures in the industry are acceptable.
(My own emphasis added)
Could anyone come forward to explain why this image is not allowed for being off topic? In terms of quality the image definitely meets the mark. We should not conflate personal objections to an image with "breaking the rules." Not only is it incorrect but someone may choose not to approve the image based on that false consensus.

Maybe it's just me, but I'm not seeing the "art" in this pose and photo. It's about as remarkable as a family photo or selfie, IMO. Sure it's someone dressed up as a character from the game, but I'm having problems seeing the character here - it looks more like a girl dressed up in a maid costume than it does Chocola.
At least her other photos had poses more reminiscent of the character than this one, which makes me think 'Maid Cafe'.

Again, judgements of quality have nothing to do with whether something is on topic. The flag reason is invalid, full stop. If you judge it to be of insufficient quality that's a separate question from whether its on topic.
Even if the costume isn't sufficiently related to Nekopara to you, that doesn't make it not anime related. If it were just a 'Maid Cafe' cosplay, that would still be cosplay. There are in fact plenty of examples of this (original maid). Does not being related to a specific anime make those "not anime related." Made cafes are fucking awesome by the way, that wouldn't make it less quality.
No fanart period is "official related to the series." That's total nonsense. We don't flag things for not being official art, or for taking creative license. On the sourced tweet the uploader makes explicit reference to Nekopara. Very often characters are identified because of the tags artist use and then we here match them to characteristics in the image relevant to the character; which in this case the confirmation of the character is pretty clear, even if you personally don't think she looks similar enough.

By that logic, anyone dressed as a maid with purple hair and car ears is Chocola - the person in the photo has done cosplay of that character, but part if cosplay is being visually identifiable as the character.
Especially when that general look isn't super distinctive (maid black_hair cat_ears turns up a lot of non-Chocola characters). The pose and costume don't make me see Chocola, not in the way post #1302246 makes me immediately see Ogiue despite the fact (or perhaps because) she's wearing utterly normal clothes with the hairbrush hairdo being the most distinctive attribute besides her sullen appearance.
3dbooru is the better place to post all cosplay pictures. Some besides me belive they are still off-topic. Ok understand it doesn't have to be official now, but then is it really fine if every single cosplay picture, selfie, snapchat and fan video gets uploaded and tagged the same way. I think its too off-topic here. Should be posted elsewhere.

What the artist says about an image matters. There are plenty of posts where the artist explicitly says the character is original yet they have a striking resemblance to another. It's all a case by case matter, character determinations are grey area not fixed black and white.
It's actually quite annoying for you to address matters I've already taken consideration in my comment. Even if the girl had no semblance to Chocola, generic maid cosplay is still cosplay. And artists can definitely take creative liberties in their art. We see that allover Danbooru. If the character was black would she not be taggable as Chocola because of her distinctively white skin?

Better or not, that doesn't make cosplay photos prohibited on Danbooru. It also isn't a matter of whether you "believe" something about on-topicness because this content is explicitly permitted. Whether the content is rejected should purely be a matter of taste and quality. To conflate "not being sufficiently good cosplay" (to which I disagree) with "of-topic." Is wrongheaded for many different reasons. It validates "off topic" as a flag reason for cosplay photos, and puts a chilling effect on approvals since, seeing 7 of his colleagues erroneously say an image "breaks the rules" an approver may choose to not approve an image purely because it may be approved for the same erroneous reasons or may now have a distorted perception of the rules.

Yeah sorry but there isn't a rising tide of color going to swell up over the flood gates if this picture isn't deleted. No one is going to steal your animes. The images will and should remain a minority of the posts on Danbooru. And we're not talking about generic "selfies" or whatever; images have to be related to anime in some manner. And that's just whether something is on-topic not whether it's approved.
I find it bizarre that you come out as a six year old account just to argue for this posts deletion. If you could do that with your username that'd be more honest.
