Considering he's in trouble with Murakumo and Bono (who are basically older-sister figures to him) I'm guessing he thought scrapping the cannon to replace all the wasted steel would make them happy.

Well, I wouldn't say that it would be common to have a carrier by that point, so sending a team without any air support wouldn't be uncommon. I for one sent a 4~6DD team and cleared it just fine back when I started. [I don't really remember who they were though].

This is less Naval Base than babysitting service. Plus, I think it's parents set him up with the account given his general cluelessness.
I'm more disappointed that the two big sisters are letting him running around free to do more damage in the first place. They could have Jintsuu or the Fusou sisters keep an eye on him rather than let him loose to scrap all their gear for 20 steel.
