I was always under the impression that we should onlyuse specific copyright tags (perfect cherry blossom, imperishable night, eosd, etc.) when very character from an installment is showing up. But then the other question is: Is tanned Cirno distinctive enough? Since she only appears tanned in that game, I'd give it a small "yes" for now.

Well, tanned Cirno was a minor thing before this game. So I'd say Cirno with just a tan isn't distinctive enough since you can just get by with Cirno tan, if it isn't clearly referencing HSiFS.
I've found both uses of the game tag to be valid traditionally. However, it's why I've advocated for general "appearance" tags before (to no effect)... cirno_(hidden_star_in_four_seasons), kirisame_marisa_(hopeless_masquerade)/forbidden scrollery/subterranean animism/whatever, etc. and restricting game tag usage for what you're describing.
